In recent years, with the backdrop of a housing crisis, there has been a particular focus on the supply of residential property in Ireland. In that context, a range of government measures have been introduced with a view to increasing the supply of property to the rental and owner-occupier markets. These measures have included a number of measures in the area of taxation, including not only some tax incentives and disincentives, but also a number of entirely new taxes, which have either come on stream very recently or whose implementation, as with the new RZLT, is due shortly. These new measures apply widely, not only to active property developers and investors, but also potentially to clients who hold additional property, such as those with second homes, properties that they have inherited or those who hold land, potentially including farmers in some cases. 


Practitioners are therefore likely to find themselves advising clients on these taxes and measures, and therefore need to have at least an overview of them. This course provides such an overview. In addition to covering some topical issues, it will also remind attendees of some older measures that are still relevant but which could easily be overlooked.

  • Residential Zoned Land Tax (RZLT) – an overview of this new tax which is designed to discourage land hoarding and is due to apply from early 2025.
  • Vacant Homes Tax – an overview of a new tax that was introduced in 2023, designed to encourage the supply of residential property for sale or rent.
  • Stamp Duty Measures – a recap of incentives and disincentives introduced in recent years, in particular those designed to increase the supply of residential property, including the Residential Development Stamp Duty Refund Scheme and the introduction of the special 10% rate on bulk buying of residential properties.
  • Taxation of Emergency Accommodation – an overview of recent legislative changes and clarification of Revenue practice regarding the VAT and taxation treatment of lettings of residential and hotel-type accommodation for emergency accommodation.
  • Forget Me Nots – a reminder of various measures pertaining to the Corporation Tax/Income Tax/CGT treatment of property transactions that could easily be overlooked when preparing tax returns.
